Location:  Beirut, Lebanon

Travel:  Frequent travel between project sites within Lebanon (Bekaa, North, Akkar and South)

Salary:   $1,400 USD per month

Start date:  01/10/2023 (pending final project approval from the donor)

 

The Near East Foundation (NEF) is seeking candidates for a Procurement and Logistics Assistant to be based in its ‎Lebanon office in Beirut. The Near East Foundation (NEF) is a non-profit international development organization that has supported livelihoods recovery and community-based economic development in the Middle East, Africa, and Caucasus since 1915. NEF draws on local teams, experience, and partnerships in these regions to create community-led solutions to improve livelihoods and local governance among conflict and crisis-affected groups, while maintaining neutrality and ensuring inclusiveness in our approach. Working through a network of country offices and local partners, NEF has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. POSITION DESCRIPTION

The Procurement and Logistics Assistant is a member of the Near East Foundation Beirut team in Lebanon. The Procurement and Logistics Assistant has responsibility to provide support to NEF Lebanon, by implementing requested logistical activities according to NEF policies and procedures and with compliance with the donors’ rules and regulations. The Procurement and Logistics Assistant will handle and process purchase requisitions, purchase orders and contracts for materials, supplies and services; they will also support in maintaining an effective asset management system in NEF office, and will provide an excellent management of NEF rented vehicles and daily drivers to ensure accuracy, efficiency and support all NEF running projects.

 

RESPONSIBILITIES

The Procurement and Logistics Assistant has the following specific responsibilities:

 

Procurement:

  • Perform the entire procurement process in accordance with NEF and donor policies and procedures.
  • Ensure all procurement tasks are completed in a timely manner to the highest quality (while applying value for money principle).
  • Complete all required documentation for the procurement processes to ensure timely payment.
  • Maintain a complete database of suppliers/service providers including feedback and rating mechanism.
  • Coordinate with finance as needed for audits.
  • Support as needed for effective and streamlined Supply Chain Management.

Logistics:

  • Ensure all logistical needs of the main office and project sites are assessed.
  • Plan, schedule and monitor transport of staff and material/equipment according to project needs and procedures.
  • Ensure vehicles are used and maintained according to NEF policies and procedures and vendor contractual agreements.
  • Ensure drivers complete travel log and check the vehicle conditions before and after each trip/routinely- report needs and problems according to NEF policies and procedures and vendor contractual agreements.
  • Coordinate with the Country Representative to optimize the cost effectiveness of NEF rented vehicles.
  • Ensure that rental vehicles are equipped with necessary documents and equipment.
  • Maintain vehicle records including reports in case of accidents and /or breakdowns in accordance with NEF policy policies and procedures.
  • Maintain accurate logistics documentation (both soft and hardcopy) in accordance with NEF and donor guidelines.

Store & Asset Management

  • Support in maintaining effective asset management in NEF premises.
  • Ensure proper documentation (Transfer form & Waybill) is used when transferring any asset to any NEF staff in Beirut office or on the project sites.
  • Manage NEF storage facilities where available and ensure NEF standard store management procedures are strictly applied.
  • Ensure NEF inventory lists are regularly updated, and NEF assets are physically and accurately labelled.
  • Ensure all NEF assets are safeguarded and maintained appropriately through regular service and proper storage or safe keeping.
  • Conduct periodical physical inventory checks for all NEF assets in Beirut office and on project sites.

 

Office maintenance:

  • Ensure the office (and project sites) environment is clean, organized, well-functioning and fully stocked with the necessary materials and supplies.

 

Other Responsibilities:

  • Any other duties relating to the nature of the job as requested by the supervisor and Country Representative.

 

QUALIFICATIONS

The successful Logistics Assistant must be a self-directed individual with the following qualifications:

 

Basic Qualifications:

    • Bachelor’s degree in Logistics, Supply Chain, Business Administration or any other relevant field.
    • 2 years of relevant Logistics/Procurement experience with a humanitarian/development organization.
    • Demonstrated understanding of Logistics and procurement procedures, preferably within the humanitarian sector.
    • Fluency in Arabic and English, both written and verbal.
    • Proven analytical and writing skills.
    • High-level knowledge and practice with Word, Excel, PowerPoint, Outlook, etc., required.
    • Willingness and ability to frequently travel to field sites (Bekaa, Beirut, North and South of Lebanon).
    • Ability to live and work in Lebanon without company sponsorship.
