Karama (Arabic for “dignity”) is an initiative targeting refugee and host communities in the informal settlements of Lebanon’s South and Mount Lebanon Governorates, providing aid to women and their families. The programme entails outreach to refugee and host populations living in informal settlements in the South and Mount Lebanon to assess the mental and physical health needs of their residents, with an emphasis on women and their children. The outreach staff will perform exams, provide antenatal care to pregnant women and educate the community on a myriad of important subjects; contraceptives and family planning tools will be made available to women who would like to prevent or space out pregnancies. Beneficiaries who need counseling will be referred to the Blue Mission Centre for psychosocial intervention. The project will be staffed by a midwife, psychologists, art and drama therapists, a social worker, administrative staff and community liaisons who will aid in building trust and partnerships with the refugee community, the local Lebanese host population and leaders, be they municipal, informal or religious.

 POSITION SUMMARY:

We are seeking a dynamic and experienced individual to join our team as a Senior Advisor, Coaching and Monitoring. The incumbent would be responsible for supervising, training, coaching, monitoring and evaluating the implementation of training programs and also evaluating the work of team members to ensure organizational goals are achieved.

KEY DUTIES AND RESPONSIBILITIES

• Ensures, promotes and facilitates the access to health for the targeted vulnerable populations

• Provide leadership in the implementation of all aspects of the project and ensure attainment of key objectives of the project, as outlined in the project document

• Ensure that BMO director is regularly updated on the progress of the project and any issues that might impede the successful implementation of the project

• Prepare regular management and operational reports to the donor covering the achievement of key milestones agreed in plans

• Regular monitoring of the project implementation through monitoring field visits

• Support monitoring and evaluation efforts to document project outputs, outcomes, and impact to inform donor and other internal reporting

• Assist in filing and record keeping of project activities

• Assist in analysis of data collected to facilitate assessment results and lessons learnt

MONITORING, EVALUATING AND LEARNING:

• Work with all stakeholders to ensure that there is regular, participatory review and reflection on successes and challenges in order to improve effectiveness, share good practice and increase impact of the program

• Ensure effective systems are in place to gather and analyze information on program outputs and outcomes at all level

REQUIRED SKILLS:

• Significant demonstrable experience of management of multidimensional, complex, donor-funded program

• Health and/or protection background

• Understanding/experience of program implementation principles and their practical application – gained internationally and/or in the region in the NGO sector

• Successful track record of developing and delivering innovative program that deliver practical results for vulnerable communities

• Ability to form trusting, effective working relationships across a wide range of stakeholders

• Line management experience

• Highly flexible in style with the ability to produce creative and pragmatic solutions to complex/ambiguous operational problems

• Experience of working in a multicultural team environment with both national/global staff

• Experience of working in insecure environments and adhering to security protocols

• Experience in protection and accountability program

• Prepared to undertake regular travel to offices in the field

HUMAN RESOURCES DEVELOPMENT AND MANAGEMENT

– Adopt and lead by example effective employee relations and performance management systems, including timely and clear communication of expectations through updated job descriptions and operating plans, regular performance feedback and annual performance appraisals, coaching and mentoring staff in decision-making, consistency and coherence in the recognition of merit;

– Promote staff development and the maximization of local talent, through coaching and mentoring and active career development;

– Create and maintain an inclusive team environment, including regularly established management team meetings and ad hoc committee structures in which input on key issues is sought from colleagues in open discussion;

– Ensure staff adherence to the Blue Mission Code of Conduct and promote People in Aid practices to the maximum extent post- Lead by example, communicate clear vision to staff, leadership and inspiration, counterpart and partners, show accountability and hold staff accountable for demonstrating Blue Mission core values

– Ensure the completion of an annual staffing plan and provide support or lead recruitment efforts for national hires

– Ensure that all HR policies and procedures are established in accordance with the government country laws and legislation and reviewed on a regular basis; ensure that HR policies are respected for expatriate personnel, intern, and national personnel

REQUIRED QUALIFICATIONS:

Competencies UN Core Values of Professionalism, Integrity and Respect for Diversity and Core Competencies of Communication, Working with People and Drive for Results apply by default. Default managerial competencies may apply to Leading and Supervising Relating and Networking Deciding and Initiating Action Planning and Organizing Formulating Strategies and Concepts.

Master’s degree in social sciences, mental health or similar.

Proficient in English and Arabic.

Proficient in the use of Microsoft Office applications, SPSS program especially Excel/Word/PowerPoint.

Knowledge of Microsoft Access is an asset.

10 years of relevant experience

Attention to detail

Good reporting skills

Fluent in English and Arabic both written and spoken
